    Project Title: Quality Control Manager (QCM)

    Division: E&IS Construction Operations

    Job Location: Andersen AFB, Guam

    Role Overview


    The sole duty of the QCM is to implement and manage the construction quality control (QC) program. The QC Manager is required to conduct the QC meetings, perform the three phases of control except for those phases of control designated to be performed by QC Specialists, perform submittal review and approval,

    ensure testing is performed and provide QC certifications and documentation required under the Contract. The QC Manager is responsible for managing and coordinating the three phases of control and

    documentation performed by the QC Specialists, testing laboratory personnel and any other inspection and testing personnel required by the Contract. The QC Manager is the manager of all QC activities. This position will involve assignment to Guam.


    Key Responsibilities

    • Manage QC Program.
    • Supervise and coordinate the efforts of the QC Specialists.
    • Prepare, submit and track requests for information (RFI).
    • Submit and track submittals.
    • Maintain QC and other related plans.
    • Monitor construction deficiencies and corrective actions.
    • Lead weekly QC meeting.
    • Oversee and coordinate efforts by Special Inspectors and third-party testing agencies.
    • Maintain required permits.
    • Ability to interface and interact with Management and Client Representatives at all levels.
    • Arrange meetings and record minutes when required.
    • Maintaining consistency in project documentation for format and content, including editing and proofreading documents.

    Skills / Qualifications

    Role Requirements


    • Degree in engineering or construction-related discipline.
    • Minimum of 5 years combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type of project.
    • At least two years experience as a QC Manager.
    • Must be familiar with the requirements of EM 385-1-1, and have experience in the areas of hazard identification, safety compliance, and sustainability..
    • Advanced computer and word processing skills using MS Office applications including SharePoint.
    • Knowledgeable in US Government contract terms and guidelines.
    • Excellent interpersonal, written and verbal communication skills.
    • Ability to coordinate several high-priority deadlines simultaneously.
    • Ability to demonstrate flexibility when dealing with changing priorities.
    • Exhibit an extremely high level of professionalism and superior attention to details.
    • Exceptional client relations and customer service skills.
    • Able to demonstrate sense of initiative and ownership.
    • Aptitude to exercise foresight as well as good business judgment to anticipate and solve problems with minimal oversight.
    • Ability to work in a team or independently in a multi-disciplinary team environment.
    • Maintain confidentiality at all times.
    • Must pass background check for US military base access.
