Job Description

Overview / Responsibilities

Wood Environment & Infrastructure Solutions is currently seeking Mid to Senior-Level Civil Engineers to support the FEMA Public Assistance Recovery Program on an on-call basis.

 

This is a fantastic experience to travel to new locations, meet new people, learn new things and help people recovery in their time of greatest need.

 

Will report to our Chantilly, VA office but work location will vary based on the project.

 

Key Responsibilities

  • In conjunction with FEMA staff, the civil engineers will perform site visits, will review requests submitted by the Grantee for improved projects, alternate projects and grade raises
  • Meet with key internal and external stakeholders to discuss findings and ensure work has been done according to the approved scope of work
  • Review legal and technical documentation, including bidding documentation, leases, contracts, agreements, architectural and engineering drawings and associated estimates, technical specifications and costs estimates for rebuilding
  • Coordinate with other specialist teams including Hazard Mitigation, Building Assessment Teams, environmental & historical preservation and Cost Estimating to ensure recovery scope of work is both reasonable and in accordance with Public Assistance rules, policy and regulations
  • Prepare Benefit-Cost-Analysis for multiple large infrastructure facilities
  • Provide technical support and technical feasibility of both recovery and hazard mitigation proposals for a broad range of recovery facilities, including transportation, facilities, environmental and geotechnical Performs inspection of damaged infrastructures, completed work and provides resolution of problem areas within the engineer’s assigned discipline
  • Review technical specifications, procurement process and compliances and provide support for current construction codes and standards
  • Must have experience using the Emergency Management Mission Integrated Environment (EMMIE) database

Skills / Qualifications

  • Mid-level Requirements
    • Bachelor in Civil Engineering
    • Licensed professional in a United States jurisdiction with a minimum of five (5) years professional experience
    • Extensive experience in FEMA project formulation and evaluation, particularly in large storm water and wastewater treatment facility projects
    • Strong understanding of all appropriate laws, regulations and FEMA policies as applicable to road and wastewater treatment plant repairs under the Public Assistance Program; must have experience using the Emergency Management Mission Integrated Environment (EMMIE) database
  • Senior-level requirements
    • Bachelor in Civil Engineering
    • Minimum of ten (10) years of experience in engineering management of disaster response and recovery operations
    • Must have experience in writing Project Worksheets which include developing Damage Description and Dimensions (DDDs), with the accompanying Scope of Work (SOW)
    • Must have experience in disaster preparation, hazard mitigation plans and supporting the management of Public Assistance disaster operations
    • Must have comprehensive knowledge of all components that are required in the development of a thorough and complete Project Worksheet; Civil Engineers must be proficient with Cost Estimating Format (CEF) that FEMA utilizes in preparation of cost estimates to restore damaged facility to pre-disaster condition
    • Must be skilled in risk and vulnerability assessments, hazard mitigation, benefit-cost analysis, floodplain management, planning, disaster recovery and project management
    • Must have understanding of all appropriate laws, regulations and FEMA policies as applicable to road and wastewater treatment plant repairs under the Public Assistance program
  • Must be able and willing to travel to projects sites – 100% travel required
  • US citizenship required
  • Must pass FEMA background security check
